Japan Adopts National Biodiversity Strategy 2023-2030 Drawing Extensively on IPBES Report Findings

Japan adopted, on 31 March 2023, its Sixth National Biodiversity Strategy (2023-2030) for the conservation and sustainable use of biodiversity based on the national Basic Act on Biological Diversity.

The Biodiversity Strategy was built around the 23 GBF Targets and in particular those linked to the five drivers of biodiversity loss identified by IPBES Global Assessment Report.
The rationale for the Strategy makes significant use of IPBES findings to outline the links between the drivers of biodiversity loss and the challenges for Japan in terms of climate (IPBES-IPCC workshop report, Global Assessment Report), food security and agriculture (Global Assessment and Pollinators Assessment Reports), fishery (Regional Assessment Report for Asia Pacific), human, animal and environmental health (IPBES Pandemics and Biodiversity Workshop) and pollution (Global Assessment Report).

Among the actions committed to by the Japanese government in the 2023-2030 Strategy features the contribution to international cooperation and knowledge capitalization in matters of biodiversity conservation such as IPBES processes and assessments, including the promotion of Japanese researchers and experts contributions to the assessments (with a target of 5 experts nominated by 2030). In addition, the Strategy recommends the creation of a country-level science-policy interface based on the IPBES system, to promote the use of scientific knowledge in policy-making processes.
