Some  important questions that need more investigation are:

Can measurements at one scale be used at others to match information to user’s scale of interest? Are global level data products reliable if they are simply the sum of national and regional-level products? What research methods will allow us to use site-scale data to inform large-scale responses? 

There are inherent problems in extrapolating field measurements at one location to areas. Naïve fitting together of national data at a resolution suitable for global-level assessments can be seriously misleading. In some cases, spatial data of correlated factors can be used as covariates (GSP, 2016), but generally conversion of point data to maps is still primitive. 

In addition some specific questions relate to how regional or global causes, such, as climate change (4.2.4) or pollution (4.2.8) coulb be included with local causes?
